Further information:
The video above is condensed moments confirming that 'Hippo_SlayerXXX' was using wallhacks. The first 'bump' shows a purposeful intent to walk into an invis' spy that he was aware was there. The spy had already called him out prior to this occasion making HippoSlayer more cautious with his 'attacks'.
The next segment of the video HippoSlayer 'sees' the invis' spy walk in front of him and even cautiously places his crosshair over the spy. It had become apparent that HippoSlayer was directing his friend 'ThePook' (STEAM_0:0:19317398) who was on his team (and is also a Steam friend of HippoSlayer) to go and find/kill the spy. 'ThePook' can be seen slowly responding to directions (ie whether while they were in a call or sitting together) until he pointedly looks at where the invis' spy is standing beside him. Then turns to where the spy has retreated to behind the dispenser. At no point does the spy's cloak break.
The next segment shows HippoSlayer and ThePook do a planned attack using RTD,. Something they had performed on many occasions together throughout their gaming session. This particular time, HippoSlayer targets and follows an invis spy into the water in an attempt to kill him with the rtd Timebomb. The spy had briefly uncloaked but upon re-cloak there was no indication of where he went. It could be explained as 'a wild guess' but given previous actions it would appear to be more than a guess.
