Donors can't be muted when dead, but they can zip their mouth up

Donors have the ability to:
- Talk while dead
- Call votes on other players (Slay, mute, teamban, and gag)
- Change chat color, name color, and tag color
- Resize self, set voice pitch, etc.

Donors have the ability to talk while dead. This does not excuse them from overtalking, however.
They couldn't talk a while back because of a bug (some staff were also affected), the bug is fixed now.

Only staff can talk while dead currently unless @Noodl lied
