Why would you like to become a moderator?
There really is nothing specific I could think of as of now because frankly, the server had been real organised and it's awesome! The way I could contribute back to the community is probably to ensure that players do not have to wait for VAC to deal with cheaters by having an active mod moderating the server. I am familiar with sourcemod and I believe I can utilise it quite well, although moderating is more on dealing with people rather than banning players, it just felt appropriate for me to include in my application.

How often do you play TF2?
62.3 hours past 2 week on TF2, 5555 hours on record (as of now, I have no life and I know that thank you)
Please give us your ideal way of punishing players, specific to the server you want to moderate
Blatantly cheating: permaban
Closet cheating/legit cheating: Gather video/demo proofs, permaban (might be able to report them to UGC as well to prevent them from ruining league experience for others)
Harrassment (Racism, insult, etc.): 2 warnings, and mute/gag with increasing duration for repeated offense
!calladmin abuse: 1 warning, player ban with increasing duration for repeated offense
Advertising cheats: 2 warnings, mute/gag with increasing duration for repeated offense

I personally dislike the feature where spectators are shown to the spectated player. This is especially troublesome when players are trying to gather proof of a player cheating. Often times when a player gets suspected of cheating, they get spectated and that feature alerts the player about it. They can then tune down their cheats and start acting like a legitimate player. It's a great feature to keep but it's better to have an option to turn it off and stealthily spectate someone.
I loved gh4stly hightower server and would be on it every day, it's a fun vanilla server with RTD being the only thing that isn't vanilla. It died one day and blackwonder sg took the throne. Cool.
