Would the contracker animation shown when you open the menu with the item equipped count as being AFK frozen?

You're incapable of moving with the ConTracker deployed (unless you glitched yourself into taunting with it and automatically moving with it deployed), so technically yes. Though it'd be pretty hard to visualise orders like "go to X marker" if you're always pulling out the ConTracker.
