There can never be more Blu's then Reds, when the round starts the teams get autobalanced to get the right ratio (Tho there can be for example 10 blu's and 5 reds but most of those Blu's are dead and will get autobalanced)
The ratio is always 1:2, i.e. if there are 12 players on the server, there can only ever be 4 guards on BLU team. If the amount of BLU's ever exceeds the amount of RED's at the start of a round, then it's likely a bug.
What @Wanka said is correct. The bug might have happened because the amount of people on the server was too small. I'm not that familiar with the balancing code right now, but it seems to work a grand majority of the times. If this problem however occurs more often, please feel free to open another thread and I will have a look
