apparently you are not allowed to spam in #hi i have seen lots of people spam in it before and they never got banned i remember when a admin spammed in it and he never got told off or banned at all

The admin in question was told to knock it off a couple months ago and he hasn't done it since. Ultimately irrelevant though, since you were warned at least once not to spam there. And yes, there have probably been people who've spammed in hi and gotten away with it, not every channel can be monitored 24/7. Doesn't change the fact that you're the one who got caught doing it after being warned.
