Pending Add all buff banners for Civilian class in Class Wars

In original TF Classic, the Civilian can buff team with mini-crits and resistance. I suggest to make possible to equip any buff banner as a civil class in class wars, due it can be boring after some time playing as him, just using only an umbrella to beat everyone to death. You still need to deal damage to activate them, so only a tru competitive civilian main will lead his team to victory with a damage done to activate his banner.

iirc they were re-added with a very low chance of happening, and needing to have a very high vote win to actually activate.

An issue at the moment is that civilian rounds cause high amounts of entities, making it hard for me to add buff banners atm
