Certain gamemodes such as jailbreak or vsh cant be spawncamped because its arena mode. Excluding those kind of servers, spawncamping is not allowed at all.
The name is a little misleading, on Duel, spawn camping is allowed because almost everything you do would be considered spawn camping since the map is so small. If a medic heavy camp your spawn you can just go pyro and kill them in a matter of seconds. We consider Orange, Hightower, 2Fort etc. as deathmatch servers. So for example Trade isn't considered deathmatch. I know it's confusing, but that's why you get a warning in-game from an admin if you're spawncamping, we just didn't want to make separate sections for orange and hightower and put one rule in them so we tried to group them under one name, however we couldn't come up with a better one than deathmatch.
