I was playing on several of the 2Fort maps today and noticed that there is no more instant respawn. Is this a bug or intentional?

Pretty much what the title said. Decided to take a break for a while from tf2, and in coming back I can't find the blackwonder 2fort server in my server browser anymore. I heard that the server was shut down due to the community becoming too bad. Is this true?
