hmm, not familiar with the rules of JB, as people tend to make them up... but since when is it a vote-kick offence when someone air blasts you? Granted, he started killing but that was only after you initiated the votekick.

Well, he clearly stated it was to end the game, for what ever reason, can another admin who plays JB regularly see into this? As I don't know if this would be a valid reason to ban/warn the player.

Both images aren't working, either that or you have them set to private mode. Also, you don't have your steam username added to your profile, making it harder to find alternative routes to these images.

If memory serves, you could also bind a key to record, that way, no fussing around getting the console opened to record.
