I can cofirm this, I've been in a game twice when underwater day was chosen, but there was no actual underwater effect and it was a normal freeday. Pls fix

I found a solution for this back when I was a donor. !votekick has a menu like this, but for some reason it's hidden. Type !votemute, then select "back" From there you have all the voting commands. Just pick "votekick" and you'll see the list. But I agree, !votekick should bring up this list...
