So basically just strip down Theatre to a point that it becomes comedy club for 5 year olds. I don't like Theatre at all since it's incredibly slow and can be subject to favouritism, but removing quite a good chunk of what the minigame is meant to be about doesn't appear to be the solution.

No, it isn't. If a BLU accepts it, then they're baiting. If they lose, boo hoo. If they win, it's a freekill. If a RED accepts it, they're not being AFK frozen and if those specific orders were given, then they're KOS.
