I don't completely understand the question. If you are asking if blues can enter red rebels spots, the rules say they may only break rebel spots to chase the red, if the guard is certain of the rebels position. Guards may not camp these spots.

I'd love to hear reasons why it should stay in rotation.

It never gets played. When it does. its confusing and claustrophobic. It is by far the worst map in rotation and its not even on a so bad its good level, it's just butt-ugly and plays terribly.
