TF2 devs updated pl_upward the name remains the same therefore you're trying to connect to the server with the old map file which has the same name as the new map file hence the error "map differs" the map will have to be updated with a different name so players download the newer version...

TF2 Devs updated it, but they don't change the name of the map so that's why at least for that specific map.

It shouldn't be and im assuming something has happened. Although deleting it from your maps folder should fix it temporarily i guess.
