Without proper context I have to assume that the weapon originally belonged to a blue and thus already had ammo. If reds have some way of getting ammo from emptied weapons feel free to make a thread in Problems about it. Otherwise, see Jim's response.

Point farming isn't inherently against the rules.

Scenario 1 is fine, Out of Cell Rebel Day is Out of Cell Rebel Day. Markers are to be used exclusively to move reds. I wouldn't allow Scenario 2 as it's obviously just an attempt to confuse people and waste time.

If they're afk for more than a round or two you can votespec them. They can still gain points while spectating I believe.

As long as it confers no in-game advantage, I wouldn't see an issue with someone doing this on a freeday or something. Going civilian when you should be assisting warden, on the other hand, might get you teambanned.
