In CSGO communities have been banned for these offenses, however their team and development is much bigger and quicker. The TF2 team is not focused on punishing communities that are working against their TOS due to probably different priorities.

Hello, Thank you for your question. The 1 minute limit with 1 player left was set in place to avoid delay. From a moderation perspective, I’d say if someone purposefully waits for that 1 minute to count down multiple times, it would be considered delaying. It really depends on the situation...
