Maybe he means incompatible? It being incompatible is not unique to Soviet, many maps in the rotation are bugged with this same issue. I agree with what @Cyveray2 said about the map. A failround is when blues win and a red doesnt get LR. If they activate the nuke its not a fail round. the reds...
