Completed Fixing the Suffocation RTD

On the LA 2Fort Server, the RTD effect "Suffocation" does not work unlike other Blackwonder servers.

It's a minor fix, but its a change nevertheless

It does not work on any server. Neither does "timebomb". I once asked if it could get fixed, never got an answer. Though it has been some time since I last reminded someone that it is broken...

Huh, for the server I play on, Time bomb does work.
