Answered Using B.A.S.E jumper on the surf map in jailbreak.

I have seen people use the base jumper during the jailbreak map with surf and i'm not sure if it is considered cheating or not.
I have killed a demo using base jumper during surf because I thought it was cheating and people said freekill and I am confused.

In my opinion it is cheating as you have an advantage over the others.

Definitely cheating.

Don't know why the "No Cheating" rule is specifically pointed at Obby, Minefield and Death Run.

You can also cheat in certain sweepers, by standing on tiny ledges in some fall games etc.

Edit: "People said freekill" When haven't people said that something is a freekill despite it being painfully obvious it's not. State why you killed them and ignore them.
