I think UU would be a significantly more popular mode if there was a more tame version of it, as gameplay customization is really fun but when taken to the extremes it only works on big custom maps and requires people to understand a niche meta.
What I suggest is a casual map rotation server where everyone gets a small, flat amount of cash (No more than $10k) for upgrades, and no further cash can be gained. This amount could be randomized or selected by player vote on map change. Perhaps an attribute nerf could be applied to everyone, randomly or selected by vote on map change as well, to keep the game from getting too crazy and add some extra variety.
If a problematic meta settles in, upgrade prices can be tweaked accordingly.
