bc 1st i have no knowledge of Source coding
and 2nd its damn 7 years old now that 0.9.4 was released....

The best you can do is just do your best to learn the source code and refer to the actual people who made the mod in the first place if you are looking to make your own version, simply ask questions from the people who do know if you need help is what I'm trying to say.
Besides, a lot of the code is self explanatory if you read through it yourself anyways.

The maintainer of that specific plugin is @Cake :3 so it's at his disgression whether or not to distribute it, and for cash or not.

He told me that he's got plans for the development of the gamemode while he's gone(told me this before he left).
Eg; someone else is most likely developing it for the meantime
