I had put in a ton of time on the UberUpgrade mod makers server and there was never a spawnkilling problem. I remembered that if you spawnkilled twice in one life then you would get hit with the ion cannon. It was just big explosion that killed nearby teammate and removed your upgrades for 2 minutes. I think this would be a big fix to the problem and reduce reports if it was implemented.

People could easily avoid/exploit the ion cannon, it has a lot of flaws.
You get godmode in spawn as it is right now.
The ramp doesnt count as spawn due to how the map is made to allow engies to build on it
Nonetheless, if you cant kill people while having godmode in spawn... Well sorry but you are just bad.
