An update to Team Fortress 2 has been released. The update will be applied automatically when you restart Team Fortress 2. The major changes include:
  • Fixed an issue with how Flamethrowers were determining range after recent fixes to close-range hit detection
  • Updated the Taunt Unusualifier to draw from a pool of previous years' Halloween Unusual effects during the Scream Fortress IX event
  • Updated War Paints purchased from the Mercenary Park Gift Shop so they use all wear levels

See more posts.

Couldn't Valve actually fix the bugs before dropping the update?

Bug fixing is done through reports, so when a game/update is released, they will get a lot of feedback about what is broken and what not.
The optimal solution would be to test EVERYTHING, that is sadly just not possible. If a game developer would test EVERY scenario, they would be busy for days/weeks/months...
So when a game releases with some bugs, don't complain just report them. They will get fixed when the devs know how to.

I know but there were a lot when the update was released. They could of fixed a few more before releasing it.

They had a deadline, they said they were going to release it, they already didn't hit that deadline.
This is just standard practice for big games, there will be a lot of bugs with a big update.
As you can see with the new update (again) there were a lot of bugs made.
It is not GOOD that there are a lot of bugs, but it is NORMAL (even though it sucks...).

Alright I guess. I can see your logic.
