Resolved TD bot spawn bug

it appears that the bots simply wont come out of their spawn location, making the game never progress

i tried on servers 1-4 and it did it every time, i have not played on 5
it would be a wave of "WeakHeavy" and then 3 "WeakEngineer" would simply get stuck in the spawn

I have looked at the servers and was unable to find problems with the corresponding servers. Could you please verify that they are working properly now?

I found out that this may happens when someone telefrag the bots, but this only happens on the td_rampant map
