Is purposefully ammo glitching against the rules. I see many people just have ammo whil on red for no reason. Some glitch it on purpose others get it by accident. Is that against the rules im just curious

Yes it is against the rules.
If someone is doing it on purpose nonstop, please record a demo to report the player.
Ammo glitching is a large offense which can end up in you getting banned.

I assume you mean if they break rules than yes demos do matter since they provide evidence which back up your report. Without evidence, nothing can be accomplished.
Even admins record demos especially with hackers to justify that they were hacking.
