What is the reason of the report? Camping as Hale (at the start of the round (every time he's hale) in the snowman room until a player walks in)

He's not found at all by anyone until I find him in the snowman room at 09:30 round time. He sits in thirdperson on the right-side corner until anyone walks into ambush range, and then spends 2 minutes looping around from radio mast to snowman room.
If this is not enough evidence, I can and will acquire more as he does more hale rounds.
