This person was enforcing the idea in the Freak Fortress 2 server that the server rules regarding Camping, Delaying and being friendly only apply to the blue team(AKA the Boss) and red team could freely break these rules and said it was fine because he was a donor.

I can vouch he's an idiot that makes false rules, but you need visible evidence that he does such things in order to make a valid report.
