After reviewing the demo and some other sources, I can't punish this player because there was no evidence of him breaking a rule prior to the votedodge. If he was breaking a rule then yes, he WOULD be votedodging. Trust me, I do believe that he WAS being toxic prior to the start of the demo (or committing whatever chat offenses) due to what everyone was saying at the beginning, but I can't punish based on assumptions. Sorry.
