I checked their chatlogs - after the punishment from last time their chatlogs are relatively clean. I checked the last 100 entries and only found that bind once, as well as some nice casual conversation.

A single use of that bind isn't sufficient to punish in this case, considering since the gag expired I haven't found any other concerning entries.
I've skimmed their chatlogs since the first message after the gag expired (6th jan) and have mainly found casual discussions.
Do you have any other evidence besides that single bind?

A single use of that bind since the last punishment isn't sufficient for another. I believe he's stopped his trolling, unlike his buddy.
