There's insufficient evidence here, I'm afraid. In the future, you're probably best spectating him in first person and recording a proper demo.

I agree with you. I just tried to catch him, but he left the server as I joined. His account was 30 hours old when you submitted this report and his current name is "xX_L3g1t_u$3r_Xx". If you see him again, try to spectate him, that is the best way for us to verify their hax, as GRXD suggests.
