Completed Removing skibur from dodgeball maps.(or fix)

Most dodgeball players hate the map skibur. Why? Because the rocket can get stuck everywhere on the ground and even under the map and its easy to abuse.

This is pretty straight forward, adding a fix would be nice because the map has potential overall.
