Completed Remove nominate restrictions on bhop and surf

This could just be me but I have never seen another soul on AUS Bhop or SG Surf while I've been on, as well as when I've glanced at the other regions. (albeit I haven't played either of them too much) The reason there are restrictions on map nominations (through !nominate) on other gamemodes (JB, DR etc) is to prevent the same maps being played over and over. However, on bhop and surf if you're trying to grind for a new PB I don't see a real issue with being able to self nominate then rtv back to the same map. This can also help newer players switch to T1/2 maps that they like and more experienced players switch to 4-6

yadda yadda yadda, good idea for new players to practice and if the people want to play the same maps on dead servers, why not?
