Flooding text or voice channels is not allowed. Spamming voice chat includes but is not limited to constantly using the mic, playing music or obnoxious sounds.

How much of the chat "spam" needs to take up the chat box before it can count as flood such as 2 lines of text 2 times in a row or constantly spamming it over and over?

spam
/spam/
verb
gerund or present participle: spamming
  1. send the same message indiscriminately to (a large number of Internet users).
With that GENERAL definition, how consecutive you had sent similar texts is irrelevant but the amount of times you had actually sent it. Meaning that it would technically be considered spamming as soon as you send the same message more than once.

The issue is that this is entirely subjective to the person, they would either be lenient and not consider it spam unless it's clearing up the entire chatbox or they would immediately believe that you're spamming once the same message had been sent twice.

tldr
Subjective, but taking by definition, it would have had been considered spamming as soon as you send the same message twice.
