Declined Please Help Make This Server Better

Im asking for help against the evil that is spam and spammers, now here me out there is a player who continuously spams the chat even after we have told him to stop more than a dozen times. he is spamming "That one guy : Donate 4 battle worn taunt processors (So i can make a spicilized kill-streak Black Box" to the point where we cant even communicate to each other without having to open the chat menu and scroll up. Please atleast give him a warning of some sort or temp ban please. Thank You.
