Imo a report shouldn't be more than 2 weeks

Reporting someone who broke a rule a week ago is usually acceptable. Reporting someone who broke a rule a year ago would differ between case-to-case and is likely to be declined. It's extremally rare for someone to make report against another person that's over a year old.
