Declined Muter and Gagger

Maybe you could add like ''Muter and Gagger'' spots. Like if ur in the server, there is a lot of micspammers or chat spammers, Muter and Gagger would do their job. Example to micspammer: *spamming music in the mic* then, if donor doesnt work, there could be muter. Example to Gagger:*in trade server* *spams ANYONE WANNA TRADE?* *ANYONE WANNA TRADE?* you could first talk to him, and if he doesnt listen to you and he ignores you, you could gag him for 5min and teach him a lesson. And after 5mins, he could do it a little bit less. (this can be in other servers not only in trade.) And they were only Examples.

Or these people can apply for administrator rights. Because that's basically what this is.
If these permissions can be given to these people, they may as well be admins.

Yeah i wouldn't want to bother to create that kind of thing if I were a admin or anything... I feel like just applying for admin is good enough
