We require the individual who placed the punishment to process the appeal and handle any punishments accordingly because they are the ones who by default have the most knowledge of the situation, among other reasons. If a punishment is truly unjustified than upper management can remove it, but this shouldn't happen often.
If you're implying that your appeals have been mishandled, you were just recently re-teambanned a few days ago. This was after you appealed the previous teamban, in which you said you weren't going to freekill anymore. I don't blame Velcro for being reluctant to remove your gag after that, with only your word that you'll change as justification.
