Resolved !mute/gag problems

I've noticed it several days ago, but only now I remembered to write a post about it:

It's basically this:

People (on dr, at least) get unmuted when the map changes. Just now I had a case where a kiddo talked again after the map changed even though I muted him for 30 min.

Pls fix.

Sourcebans takes time to load. Like a minute or so and then it loads the mutes/gags
