I think this would be a cool gamemode idea, and also probably not that hard to do too, ok let's start.
All the players start with Scout and Stock weapons only, you can buy another classes and weapons with points that you get for completing contracts or just playing.
1. Killing, you get 10 points for kill.
2. Capturing the point, you get 5 points for capturing it.
3. Winning a round, you get 20 points.
4. Assistence, you get 5 points.
5. Ubercharge, you get 3 points
6. Destroying a enemy building, you get 3 points.
7. Destroying a sapper, you get 2 points.
8. Playing for a nonstopping hour will give you 100 points.
9. Killing a disguised/cloaked Spy, you get 15 points and 10 for assistence
10. Completing contracts.
CONTRACTS:
1. 25 Headshots as Sniper or Spy (with Ambassador): 350 Points
2. 100 kills: 200 Points
3. 100 kills with Secondary weapons: 350 Points
4. 100 kills with Melee weapons: 500 Points
5. 50 kills from bleeding or afterburn: 350 Points
6. Use übercharge 50 times: 500 Points
7. 5 kills deflecting projectiles: 350 Points
8. 5 kills with the Mantreads: 500 Points
9. 35 kills with Random Criticals: 350 Points
10. Heal 3000HP as Medic or Engineer in a Single life: 350 Points
PS: You can repeat contracts, but there's a 'cooldown' of 1 to 4 hours, depending the amount of cash the contract give.

Soldier's melee weapons cost from 450 to 750.
