You don't need to warn someone for racism twice and why after being so lenient do you permanently mute and gag them? If you want to give them a chance to improve then you should temporarily mute and gag them instead of a simple warning.

Advertising hacks is punished with a permanent mute and gag.

There are multiple rules which you do not have ladders for and your punishment ladders seem incomplete often ending after 1 punishment. You should spend some more time looking at the rules we have and thinking about what punishments would be appropriate.
