Why would you like to become a moderator?
I wish to become a mod because when I'm usually on the server, you come across a bunch of micspammers, explicit sprays, racist chat messages, and even the small amount of cheaters.
In my opinion the server doesn't seem to get enough moderation, even when a report has been sent, so it'd be nice to have someone who's basically constantly on the server making sure everything is going smooth.

How often do you play TF2?
Bit too much, currently 6.3k hours in-game
Please give us your ideal way of punishing players, specific to the servers you want to moderate
If it was a micspam or chatspam I'd nicely let them know to stop before I take action, depending on what type of spam it is I'd then give a fair amount of action.
For something like cheating, I'd investigate them in spectator for a bit, first and third person modes and decide on what actions to take next

I do have a job at the current moment, but my schedule times are really wonky.
