Declined [Jailbreak] Remove Valve Rocket Launcher LR

I'm suggesting this not only because of the carnival suggestion
The LR itself has been quite broken for a long time on high player counts, most of the time spawning everyone without a weapon, sometimes, possibly on specific maps, or when the server feels like it, it just straight up crashes the server.
Again I'd just like to add, this isn't just because of the carnival situation, the LR itself is broken, and with how rarely it is picked (usually chosen from Random LR) I don't think it's worth keeping considering the trouble it causes.

This might also be true for Valve SMG, but honestly I never even see it played so I have no idea
