I can't seem to find the option anywhere in the settings and I can't pay for the premium anymore.

Once your TF2 account has been labeled as a “premium” account there is no way to reserve it. If you’re asking to have your account returned to its previous “free to play” status, this is not possible.

if that's what you mean, you'll have to make a new account.

No no no I know that. I meant like...the $2 thing that I paid so I could do things like have colored footprints or have a tag at the beginning of my name. The $2 payment that allows me to use donor commands like !resizemyhands.

Is that a recurring payment? And if so, where can I go to cancel that?

Ah. I misundersood the question. Moved this thread to the questions section.
Donor is either permanent or monthly, but it isn't a subscription. If you purchased a month of donor, you will have to manually buy it again.
