Completed Get rid of "spectating" message on hacker-sensitive servers

When spectating someone, this message will appear in the bottom right.

Great for general gameplay. Not so great for trying to figure out if someone is using hacks and toggling them on and off. It doesn't help that votekicking is paywalled.

I'd suggest one of the following:

• Allow players to configure whether or not to show up in spectator messages.
• Completely remove the spectator message in hacker-sensitive servers (most DM servers fall under this, such as the hightower ones).
• Just not have it at all.

Use /speclist_hideme to hide yourself when spectating people.
