Fixing some new problems...

(This may be only for 2Fort)

- The "Stunned RTD" doesn't work
- The "Suffocation RTD" doesn't work
- The "Teams being scrambled in 5 seconds" thing not working

(There also have been very frequent lag spikes throughout the server, not sure if it the same reason as last year's lag spikes)

Suffocation isn't necessarily broken. It just doesn't last long enough for it to properly kick in since it's the exact same thing as drowning in water.

i dont believe there's currently an issue with those and the team scrambling is intentionally disabled i shall move this to archive
