Completed Fix or remove timebomb from rtd on dodgeball

Currently timebomb has a 20 second timer. you would assume this gives you a 20 seconds to either get away from or kill the affected player. unfortunately it's broken. If you kill the affected player the bomb follows them as a spectator and detonates on whomever they are spectating. This can be (and has been repeatedly) abused to target and kill players while dead. this is particularly disruptive during modes like Juggernaught or FGM where it can be and has been used to kill a player as a dead spectator with literally nothing they can do about it.

This is also an issue on VSH servers.
If you die before the 20 seconds timer expires and get revived by a medic it will still kill you, which can be annoying
