Distorted Speaker Voice effect fix

Distorted Speaker is a voice effect in !voicefx
It's one of my favourites but it has a big ugly con
It's hearable on the entire map, doesn't have a specific radius at which can be heard, so it makes people annoyed. Kinda like a micspam v2.0
Add and ask me on steam to show you how it works, if you don't understand.
Please fix the radius, it's my favourite voice effect

i believe voice fx is disabled for donors in most servers for now so ima close this, if this is still an issue please re suggest
