Answered Can Blus go in already broken breakables to search for rebels?

Let's say I see a broken vent opening, I have the warden's permission to hunt rebels, would I be allowed to go inside and look for a rebel?

Yes. You cannot camp in (if it leads to ammo or armory) or take any one-time ammo packs from such locations, however.
