I haven't spent as much time as before (some months ago) playing vsh but the few times i did me and a few other players noticed how melee hits looks to be connecting a lot further than before.
I know, source is known for being wacky especially in tf2, it's not that uncommon to experience a hit-reg once in a while,
With that said i can't reach a conclusion other than the server feeling a bit off, if it was my settings (which are automated by an autoexec.cfg) then no one else other than me would notice it, me and the players i have been refering to are people that join whenever they see someone online on the server and all of us have constant low ping.
Also something i noticed while playing back one of the demos is how the player changes animation before performing certain actions (jumping;reaching the ground;etc..)
and the way he teleports whenever i pause, i know it's common in demos but in the ones i recorded it is much more obvious.

The demo without a number on it shows that bullets looks to come out away from the scout
