Blackwonder SG | 2 Fort has 0 players only me?

I want to play Blackwonder 2fort so I clicked in and there was only me and a random person. I have no idea whats happening now. TF2 say that it has 22/24 players but when I join it has only 02/24(including me). Did the players lagged out?

Yes, I did. TF2 says 7/24 but inside have only 2 or 3
